Андрей Бугров на транспортной конференции газеты «Ведомости»: «Норникель» всегда делал ставку на независимость и самообеспеченность»

«Норильский никель» принял участие в VII Ежегодной конференции «Барьеры и точки роста для транспортной отрасли России». Организатором конференции традиционно выступила газета «Ведомости».

Транспортная конференция собрала на своей площадке представителей государственной власти, участников рынка, экспертов и аналитиков. Так, среди выступивших на пленарной сессии «Состояние и перспективы развития транспортной отрасли России в текущих экономических условиях» были заместитель министра транспорта РФ Валерий Окулов, заместитель генерального директора промышленной группы «Базовый элемент» Вадим Гераскин, генеральный директор ГК «Локотех» Алексей Белинский и др. «Норильский никель» на сессии представлял вице-президент компании Андрей Бугров.

Участники сессии обсудили состояние транспортного комплекса России, наметили стратегические ориентиры с учетом экономической рецессии – новые вызовы и возможные точки роста. В центре дискуссий была тема влияния экономической ситуации в стране на развитие транспортной сферы, поиск и привлечение инвестиций в текущих условиях, сохранение института государственно-частного партнерства в отрасли.

Выступая на пленарной сессии «Состояние и перспективы развития транспортной отрасли России в текущих экономических условиях» Андрей Бугров отметил, что «Норильский никель» всегда делал ставку на независимость и самообеспеченность, в том числе и в сфере транспорта. Дизель-электроходы Мурманского транспортного филиала «Норникеля» круглый год работают в западной части Северного морского пути и дважды совершали переходы по всей протяженности Севморпути – до портов Кореи и Китая. На маршруте Красноярск –
Дудинка в период навигации успешно работают суда Енисейского речного пароходства, участвуя в том числе в северном завозе. «Я считаю, что мы вполне устойчиво стоим на ногах в транспортном отношении», – сказал Андрей Бугров.

В качестве одного из лучших примеров государственно-частного партнерства топ-менеджер «Норильского никеля» назвал ведущееся сейчас строительство Быстринского ГОКа в Забайкальском крае. И даже в современных кризисных условиях государство продолжает финансировать строительство железной дороги Нарын-1 – Газимурский завод, ведущей к объектам Быстринского ГОКа в соответствии с ранее утвержденным бюджетом и графиком. Доля софинансирования по строительству железнодорожной инфраструктуры со стороны государства составляет 75%, оставшиеся 25% выделил «Норильский никель». Созданная инфраструктура поступает в собственность инвесторов строительства. В декабре прошлого года дорога была введена во временную, а до конца 2016 года – в полномасштабную эксплуатацию.

«Говоря о возможных точках роста, как раз вполне уместно вспомнить о примере железной дороги, ведущей к Быстринскому ГОКу, так как она даст мощный импульс развитию транспортной инфраструктуры всего Забайкалья», – подчеркнул Андрей Бугров.
Он также отметил, что даже в условиях санкций источники финансирования крупных проектов не иссякли. Среди международных институтов, способных финансировать стратегические проекты, Андрей Бугров назвал недавно созданный Азиатский банк инфраструктурных инвестиций, уставные задачи которого во многом сходны с теми, которые сегодня стоят перед Россией.
